The Pickering Fellowship embraces the belief that diversity strengthens U.S. diplomatic efforts. Since its inception in 1992, the program has prioritized applicants with diverse ethnic, racial, social, and geographical backgrounds. To date, over 600 fellows have gone on to serve as representatives of the United States worldwide, continuing to enrich the Foreign Service with varied perspectives.

Founded under the leadership of Ambassador Edward J. Perkins and renamed in 2001 in honor of Ambassador Thomas R. Pickering, this fellowship plays a pivotal role in ensuring the Foreign Service reflects America’s diversity. Ambassador Pickering remains actively involved, offering support and guidance to fellows as they embark on their professional journeys.

Why Apply for the Pickering Fellowship?

The Pickering Fellowship offers full funding for two years of graduate study, allowing fellows to pursue degrees in international affairs or related fields such as public policy, economics, and business administration. Fellows also receive:

  • Funding: Up to $42,000 annually for tuition, fees, room, board, and books.
  • Stipend: A $18,000 yearly stipend.
  • Internships: Two fully supported internships—one at the U.S. Department of State in Washington, D.C., and one overseas at a U.S. Embassy or Consulate.
  • Mentorship: Guidance from experienced Foreign Service Officers.
  • Professional Development: Access to a network of career-building opportunities and resources.

Program Details: What to Expect

In June 2025, selected fellows will begin their journey with a weeklong orientation at Howard University, where they will gain a deep understanding of the Foreign Service and develop key skills for success.

Throughout the program, fellows will engage in two internships. The first takes place at the U.S. Department of State between the first and second years of study, offering an inside look at the workings of U.S. diplomacy. The second, an overseas internship after graduation, provides hands-on experience at a U.S. Embassy or Consulate, adding a global perspective to the fellows’ careers.

Eligibility and How to Apply

This program is highly competitive. To be eligible, applicants must:

  • Be U.S. citizens.
  • Have a minimum GPA of 3.2.
  • Apply for full-time, two-year master’s programs in fields relevant to Foreign Service work, such as public policy, international affairs, economics, and related fields.

The application process includes:

  1. Personal Statement: A 600-word essay detailing your interest in international affairs and reasons for applying.
  2. Letters of Recommendation: Two recommendations—one from a professor and another from someone familiar with your extracurricular activities or work experience.
  3. Financial Need Statement: A 400-word statement explaining your need for financial assistance.
  4. Additional Materials: Transcripts, proof of U.S. citizenship, and optional GRE/GMAT scores.
  5. Financial Aid Documentation: Submit the FAFSA and your most recent financial aid award letter, if applicable.
